The Town of Portsmouth operates under a Home Rule Charter providing for a council-administrator form of government, which combines the political leadership of elected officials with the professional experience of an appointed government administrator.
The island is served by a network of small municipally owned bridges and five major bridges owned and operated by the Rhode Island Bridge and Turnpike Authority (RITBA) and the Rhode Island Department of Transportation (RIDOT):
